In a follow-up visit to Playas de Rosarito, Jesús García Castro, director of CESPT (State Water Commission of Tijuana), met with residents of Reforma II and Ampliación Reforma to discuss progress on bringing potable water and sanitary sewer service to the area.

The meeting took place on Los Soles Street in Ampliación Reforma, where García Castro spoke with approximately 60 residents and reaffirmed the agency’s commitment to formalizing requests and moving forward with the infrastructure project.

“We’re responding to some of the communities in Rosarito that were left behind—streets without water service and, in most cases, lacking proper sewage infrastructure,” García Castro said. “We’re here to listen and establish agreements so we can begin solving this issue.”

He explained that at least 50% of the potential beneficiaries must first sign up for service contracts before work can begin. Currently, only 37% have done so. García Castro emphasized the need for greater community participation to meet the threshold.

“All requests must be included in a formal development plan,” he added, “which is why it’s essential that residents get involved.”

To support this effort, CESPT has planned to set up two on-site service modules in the neighborhood, as well as organize door-to-door outreach and mobile loudspeaker announcements to encourage families to formalize their applications.

Local resident Itzel Medina expressed optimism about the outcome: “We believe this time our request will be fulfilled. The CESPT director has spoken with us directly. We’re hopeful that we’ll finally have running water and proper sewage in our neighborhood,” she said.
