His Legacy will forever endure in Rosarito Beach
The Rosarito and Baja California community has lost a great leader, but his legacy and contributions will live on in every corner of the city he helped shape.
In Rosarito—a town that has grown into a thriving city and renowned tourist destination—Hugo Torres (Chabert) leaves an indelible mark, a reminder that, with vision and dedication, lives can be transformed and legacies built.
Mr. Torres’ impact on Rosarito is invaluable across numerous sectors.
Through the “Horizontes Cultural Foundation,” he supported the education of children and young people, organizing contests in various academic disciplines and awarding prizes to outstanding participants. He also encouraged sports by providing incentives to medalists, as well as to distinguished students and athletes.
Known for his altruism and compassion, Mr.Torres supported countless social causes, associations, and professional organizations, earning a reputation as a generous benefactor.
He was the founder of the “Pro-Municipality Committee.” The “Madrugadores Group.” and several business organizations, in which he took on leadership roles for many years.
As the owner of the Rosarito Beach Hotel, Mr. Torres played a key role in driving economic development, creating a company that has provided jobs to many Rosarito families throughout the city’s history.
A pivotal figure in Rosarito’s municipalization, he was instrumental in the city’s transition from being a part of Tijuana to becoming its own municipality in 1995.
In 2007, he was elected as mayor with strong community support, continuing his commitment to the city’s progress by restoring safety and peace.
In 2024, as part of the Rosarito Beach Hotel’s centennial, Mr. Torres published his book, “My Commitment to Rosarito,” a work that reflects his devotion to the city he helped build, along with other accomplishments and personal stories.
