In a move to provide legal certainty over donated land, Rosarito mayor Rocío Adame Muñoz signed a cooperation agreement with Baja California’s Public Registry of Property and Commerce to expedite the registration and ratification of land donation contracts benefiting members of the municipal police and other eligible residents.

“I deeply appreciate the support of our governor, Marina del Pilar Ávila Olmeda, and her team — especially Carlos Murguía Mejía, head of the Public Registry — for their ongoing commitment to streamlining procedures for the benefit of our citizens, particularly our police officers,” Mayor Adame said.

Murguía reaffirmed the state government’s support for Rosarito’s efforts to regularize land ownership and strengthen legal protections for both residents and public servants.

Mayor Adame also reiterated her administration’s pledge to resolve the long-standing administrative backlog left by previous city governments, which had failed to provide legal title to donated land for many police officers.

During the event, one municipal officer and his wife gave an emotional testimony, thanking the mayor for helping them finalize the legal process to secure their home, which had been granted to them through a donation program.

The agreement marks a significant step forward in Rosarito’s efforts to guarantee property rights for officers of the Secretaría de Seguridad Ciudadana, acknowledging their service and commitment to the safety of the community.
