More than 189,000 water service users benefited from the CESPT’s Water Surcharge Waiver Decree, which ended on June 30, according to Jesús García Castro, general director of the public utility.
The initiative, launched in March, aimed to support household finances, encourage users to get current on overdue accounts, and strengthen the long-term sustainability of the region’s potable water and sewage systems.
As part of the decree, CESPT formalized 4,859 agreements granting a 75% discount on outstanding surcharges. Of these, 4,582 were for residential users, 265 for commercial accounts, and 12 from the industrial sector—resulting in a significant financial impact for those who took the opportunity to settle their debts.
García Castro noted that most accounts granted a 100% waiver on surcharges for debts incurred before March 28, 2025, belonged to domestic users, totaling 173,887. Another 9,836 accounts were from the commercial sector, and 561 from the industrial sector.


“These results show a positive response from the public,” García Castro said. “When people are offered accessible, fair, and reasonable options, they are willing to meet their obligations.”
He added that the success of the decree reflects a key strategy for improving access to water services while addressing the real needs of a segment of the population that depends on such incentives to get back on track.
Funds recovered through the program will be directed toward strengthening CESPT’s operations, modernizing water infrastructure, and expanding service coverage in both Tijuana and Playas de Rosarito.
