In a bid to build public trust and ensure transparency, legality, and fair treatment for citizens, Baja California Governor Marina del Pilar Ávila Olmeda has announced the launch of a Mobile Complaints and Grievances Unit, operated by the state’s Secretariat of Honesty and Public Service.
The new initiative is designed to strengthen the culture of public accountability in places where residents carry out administrative procedures, such as the state’s revenue collection offices.
The goal, according to the governor, is to promote honest public service and eliminate any form of misconduct that violates residents’ right to corruption-free and respectful government interactions.
“There is no room for corruption in Baja California,” said Ávila Olmeda. “We serve the people—not private interests. True transformation means transparency, accountability, and zero tolerance for those who betray public trust.”
The mobile unit will allow citizens to immediately report irregularities related to government services such as paying for driver’s licenses, vehicle registration, plate renewal, and the legalization of foreign vehicles. It is intended to ensure that all services are provided in accordance with the law and with respect for all users.
Each mobile module will be staffed with representatives known as Social Comptroller Promoters, who will receive complaints directly, explain the reporting process, and outline potential consequences for public officials found responsible for misconduct. Officials hope this personal approach will help foster confidence and reduce fear of retaliation.
“The message is clear,” said the governor. “If someone overcharges you or tries to condition a public service, you can report it. This government exists to serve the people with honesty and accountability.”
The Secretariat of Honesty and Public Service will also step up efforts to promote the official reporting channels so that residents have easy access to the tools they need to speak up and be treated with dignity and in accordance with the law.
