“Avoid fines, know your rights and responsibilities as a driver” is a new campaign launched by Rosarito’s business sector and city government to provide tourists with preventive information.

Through a QR code that can be scanned and viewed on mobile devices, visitors can access essential guidance in both English and Spanish. The information covers drivers’ rights, fines and procedures, prohibited actions while driving, and how municipal police should conduct themselves.

The Secretariat of Citizen Security is supporting the campaign on its official portals, emphasizing rules regarding fines and procedures. For example, if someone violates multiple provisions in a single act, the penalties are not cumulative, and only the most serious applies.

Daily wage workers should not be fined more than their daily income, except in cases of speeding. Vehicles cannot be towed for missing plates or registration cards, as long as all documents are current. Foreign drivers will receive bilingual tickets, and a 50% discount can be applied if the fine is paid immediately or within the first 15 days.

For vehicles with foreign plates, officers must provide notices in both English and Spanish and allow deferred payment if documentation is valid.

Edgar Orozco Zamora, the creator of this guide, stressed the importance of sharing this information with tourists to help prevent abuse and extortion.
